90 के दशक में भी, बिल्डर्स’ आर्किटेक्ट्स के क्लाइंट थे, लेकिन उन्होंने आर्किटेक्ट्स का अनुसरण किया और उनके द्वारा बनाए गए भवन आज भी गर्व से खड़े हैं। अब वही बिल्डर्स रियल एस्टेट उद्योग के रूप में स्थापित हो गए हैं और उनके साथ-साथ बिल्डरों और डीलरों ने भी आज बाजार में अपनी भागीदारी स्थापित कर ली है। 90 के दशक के निर्माता वास्तव में सिविल इंजीनियर-ठेकेदार थे। इसलिए, वास्तुकारों के साथ उनका समन्वय एकदम सही था। वह वास्तुकारों, इंजीनियर-ठेकेदारों की भावनाओं को भी ध्यान में रखते थे और भवन के निर्माण में सभी मानकों पर अमल करते थे।

आज “रियल एस्टेट उद्योग, बिल्डर्स और डीलर” सभी आर्किटेक्ट के क्लाइंट हैं लेकिन आज आर्किटेक्ट अपने क्लाइंट का अनुसरण करते हैं। यदि आर्किटेक्ट ऐसा नहीं करते हैं, तो पेशे में प्रतिस्पर्धा ग्राहकों को दूसरे आर्किटेक्ट से जुड़ने के लिए मजबूर करती है। जिसके कारण डिजाइन और ड्राइंग अपने मानकों पर खरे नहीं उतरते और अधिकांश “रियल एस्टेट उद्योग, बिल्डर और डीलर” पेशेवर सिविल इंजीनियर भी नहीं हैं, जिसके कारण आर्किटेक्ट के साथ उनका समन्वय भी अच्छा नहीं है। ऐसी इमारतों में आर्किटेक्ट चाहें तो भी बिल्डिंग में मानकों को लागू नहीं कर पाते हैं।

प्रतिस्पर्धा से आम जनता को फायदा होना चाहिए, लेकिन हमारे पेशे में यह फायदा रियल एस्टेट को जाता है। जिसके जिम्मेदार आर्किटेक्ट खुद हैं; वे खुद को इस तरह पेश करते हैं कि कोई भी उनका फायदा उठा सके। प्रोफेशन में प्रोजेक्ट न मिलने की असुरक्षा के कारण आर्किटेक्ट किसी भी कीमत पर प्रोजेक्ट प्राप्त करने के लिए अपना आखिरी विकल्प चुनता है।

आर्किटेक्ट पेशे में कोई भी संगठन ऐसा नहीं है जहां आर्किटेक्ट अपनी सर्विस और फीस को प्रतियोगिता का हिस्सा बनाए बिना फिक्स्ड सर्विस और फीस पर काम करते हैं। सच कहूं तो ऐसा कभी नहीं हो सकता, क्योंकि सभी आर्किटेक्ट्स का अपना-अपना नजरिया होता है। यदि सभी आर्किटेक्ट निश्चित सेवा और शुल्क का प्रबंधन कर सकते हैं, तो किसी भी वास्तुकार को काम के लिए अपने मानकों को छोड़ना नहीं पड़ेगा और आर्किटेक्ट्स को अपने ग्राहकों का पालन करने के लिए मजबूर नहीं किया जाएगा।

अगर आर्किटेक्ट खुद डिजाइन करेगा तो बिल्डिंग में सभी मानकों का पालन किया जाएगा। प्रतिस्पर्धा अच्छे डिजाइन के लिए होनी चाहिए जिससे सभी ग्राहकों को लाभ हो और सर्वोत्तम डिजाइन पर निर्माण हो, चाहे कोई भी ग्राहक हो।

क्योंकि हमारा पेशा एक असंगठित पेशा है जहाँ एक परिषद है लेकिन अपनी स्थिति बचाने के लिए, अपने लाभ और हानि के लिए या कागजी कार्रवाई के लिए … क्या परिषद को पता है कि हर साल कितने नए स्नातक, स्नातकोत्तर और डॉक्टरेट आर्किटेक्ट पास आउट होते हैं ? और कितने स्नातक, स्नातकोत्तर और डॉक्टरेट आर्किटेक्ट अपनी प्रैक्टिस कर रहे हैं या काम कर रहे हैं या बेरोजगार हैं या पेशे को छोड़ चुके हैं?

जब परिषद का रवैया ऐसा ही होगा तो कोई भी वास्तुकार अपने अभ्यास के लिए किसी का भी अनुसरण करने के लिए मजबूर होगा, इसलिए हर कोई अपने लिए काम करता है न कि पेशे के लिए। आर्किटेक्ट दिखावे का जीवन जी सकते हैं लेकिन संगठित नहीं हो सकते। जिसका लाभ सभी को उठाना चाहिए और यह सही भी है।

कुछ समय पहले मैंने अपने जानकार आर्किटेक्ट प्रोफेसर से बात की, जो एक प्रतिष्ठित आर्किटेक्चर कॉलेज में प्रोफेसर हैं, उन्होंने कहा कि हर साल 35 से 40 छात्र पास आउट होते हैं, जिनमें से ज्यादातर कॉलेज में रहते हुए कुछ कंपनियों द्वारा नौकरियों के लिए चुने जाते हैं लेकिन सभी नहीं। हम नहीं जानते कि अन्य छात्रों को नौकरी मिलती है या नहीं, क्योंकि हम छात्रों के आगामी बैच से जुड़ जाते हैं। उन्होंने कहा कि एक बार छात्र यहां से पास होकर चले जाते हैं तो हमारा उनसे कोई संपर्क नहीं रहता. कभी-कभी बच्चे नौकरी न मिलने पर मदद के लिए आते हैं लेकिन अक्सर हम उनकी मदद नहीं कर पाते हैं।

जब नौकरियों की कमी के कारण काम की तलाश में इस प्रकार के फ्रेशर आर्किटेक्ट का संघर्ष होता है, तो कुछ रियल एस्टेट उद्योग, बिल्डर और डीलर उन्हें अपना शिकार बना लेते हैं और ये फ्रेशर आर्किटेक्ट अपने मूल्यों और मानकों की चिंता किए बिना काम करना शुरू कर देते हैं। कभी-कभी अनुभवी आर्किटेक्ट भी काम नहीं मिलने पर मूल्यों और मानकों की चिंता किए बिना काम करने के लिए मजबूर हो जाते हैं।

Because of which the standard of architects is also falling somewhere. Today architects are forced to forget all their standards to take the project, due to which the quality of the designs and drawings are not up to the standards. Where in the 90s the Patron (Client) followed the architect, today the architects follow the Patron (Client).

Even in the earlier 90s, builders were the Patrons (Clients) of architects but they followed the architects and the buildings built by them still stand proudly. Now the same builders have been established as real estate industry and along with them builders and dealers have also established their participation in the market today. There is no organization in the architect profession where architects work on fixed service and fees without making their service and fees a part of the competition.
